Contractor, the details of the complaint investigation is shown as below: Background: A complaint received on 23rd February 2017 was referred from EPD on 9th
March 2017 regarding dump truck leaving the construction area without washing
and dusty road affecting the complainant driving activities. Follow-up Action: Contractor held toolbox talk to remind
truck drivers and workers to perform wheel-washing before leaving
construction area. Contractor had also increased the frequency of watering
road surface and street sweeper. No further comment was received from EPD. The complaint case was found to be project
related. |

emission when vehicle running on dry surfaces outside the main haul road in
the construction site on public holidays. The case was referred to the Contractor
by EPD via email on 12 April 2017. According to email response to EPD by the
Contractor, the details of the complaint investigation are as below: Background: An environmental complaint received on 5 April
2017 by EPD was referred to the Contractor on 12 April 2017 regarding dust
emission when vehicle running on the dry surfaces outside the main haul road
during holidays. The complainant
requested dust suppression measures to be carried out during holidays. Investigation Results (before Complaint): 1. Water bowsers were
deployed to spray water to keep the haul roads moist to control dust emission
during working days. The frequency of watering was 6 times/day from 8:00 to
17:00 hr. 2. Other areas with
vehicles running on them are also watered as necessary during working days. 3. Sprinkler system was
also installed within the site to operate from 8:30 hrs. to 17:00 hrs. daily
including public holidays. 4. Since the commencement
of the Contract, all dump trucks must pass through the wheel washing bay
before leaving the Site and the dusty materials are covered by impervious
sheeting during transportation to prevent causing pollution to the public
roads. Improvement Measures (after Complaint): 1. Manual water spraying
as in interim measure has been arranged on areas with vehicles running on
them during public holidays, particularly during the Easter Holidays from 14 April
2017 to 17 April 2017. 2. In the long term,
water bowers would be deployed to keep the running surfaces moist to control
dust emission during public holidays where there are works and application
for Construction Noise Permit to operate water bowers during public holidays
has been made of EPD. No further comment on the investigation
results above was received from EPD.

suspected sourced from these construction sites. |

Contractor stated that according to their record of 5th
April 2017, no workers had entered the site until 7:30am and no construction
work was carried out. 2.
There were no ground breaking work on 7th April 2017 and no
workers remained at site after 7:30pm on that day. 3.
Regarding the odour problem, contractor stated that there was no fume
emission work during that period of time except minor welding works. No further comment on the investigation
results above was received from EPD.

Contractor, the details of the complaint investigation are as below: Background: A complaint received on 11th
April 2017 by EPD was referred to the Contractor on 18th April
2017 regarding noise and odour emitted from construction area. Investigation Result: 1.
Contractor stated that “Permit to Work System for works during
restricted hours” was fully implemented on site. Refer to the contractor’s Permit to
Work System record and daily record on 5th and 7th
April 2017, no construction activities were carried out between 7pm to 7am.
Thus noise and odour of mechanical equipment from site should not be found
from site before 7am on 5th April 2017 and 11:30am on 7th
April 2017. 2.
Contractor stated that site project team and sub-constructors had
joined the “Construction Noise Permit (CNP) (GW-RE0056-17) Workshop” on 14th
February 2017 and 21st February 2017. They fully understood the requirements
of CNP and the permit-to-work system. Memorandum about CNP was issued to all
sub-constructors and site staff after received the CNP. No further comment on the investigation
results above was received from EPD.

response to EPD by the Contractor, the details of the complaint investigation
are as below: Background: A complaint received
on 11th April 2017 by EPD was referred to the Contractor on 18th
April 2017 regarding noise and odour emitted from construction area. Investigation Result: 1.
After checking daily vehicle in-out check record, contractor stated
that there were no vehicle entered the construction site before 7am and no construction
work was carried out during restricted hours. Security guards stay on site
24-hours and had clear instructions of prohibiting any construction activity
and vehicular access during restricted hours. 2.
Contractor had checked the workers’ daily entry and leaving record;
and no worker stayed behind for construction works within the restricted
hours. Contractor also had permit-to-work system implemented, all workers
stayed behind for construction works had to get permission from
superintendent, but not including sound-making works and prescribed
construction works. 3.
For the nuisance of odour, subcontractor was responsible for keeping
the site hygiene and removing the domestic waste every day in order to avoid
rubbish accumulation and odour generation. In addition, three generators and
the bucket for domestic waste storage were placed as far as possible away
from the Tak Long Estate, to minimize the nuisance to the neighbourhood. 4.
Contractor stated that complying with the Noise Control Ordinance (CAP
400) was one of their mandatory requirements; after receiving the notification
from EPD, contractor had reminded again all their subcontractors to get rid
of any construction works in restricted hours. An ad-hoc meeting had been
held for project planning review and to remind their onsite staffs (including
security guards and workers) the environmental legislations, in order to
increase their environmental awareness and ensure any construction activities
within restricted hours were strictly prohibited. No further comment on the investigation
results above was received from EPD.

site at 11pm. Regarding the odour, contractor stated that there were no

June 2017. According to the response to EPD by the Contractor via email, details of the complaint investigation are as
below: Background: An environmental
complaint received on 29th May 2017 was referred from EPD on 8th
June 2017 regarding muddy water discharge to Kai Tak
River after heavy rainfall. Investigation
Results (before Complaint): 5.
Sand bag barriers were placed along the nullah
bank. 6.
Sedimentation tanks and pumps were provided to
treat the site runoff before discharge. 7.
According to the site records and the records
from Hong Kong Observatory, before 29th May 2017, rainfall was
recorded on 24th May 2017 during which Amber, Red and Black
Rainstorm Warning Signals were issued from 06:40 to 15:00 hr with a total
rainfall of 224.5mm recorded. 8.
Possibly due to the heavy rainfall having
exceeded the capacity of the existing preventive measures, some site runoff
might overflow into the nullah. Improvement Measures
after Complaint: 3.
To enhance the overflow preventive
measures, the provision of sand bag barrier was extended to the edge of haul
roads. 4.
Additional sand bag patches with
cement forming an earth bund together with additional water-filled barriers
were placed along the edges of nullah to prevent site runoff from flowing
into the nullah; 5.
An additional sedimentation tank was
provided to provide further treatment of site runoff; 6.
The river bank slopes at mid-stream
were properly covered by tarpaulin sheet to prevent erosion of soil slope. No further comment
on the investigation results above was received from EPD. The complaint case was found to

Contractor by EPD via email on 13th June 2017. According to email response to EPD by the
Contractor, the details of the complaint investigation are as below: Background: A complaint received on 26th May
2017 by EPD was referred to the Contractor on 13th June 2017
regarding noise from construction site during restricted hours. Investigation Result: 1.
Contractor stated that they did not allow workers to stay overnight on
site, all workers was required to leave before 7pm. Hence there should be no
construction work carried out during restricted hours. There were also
security guards stayed on site around the clock in order to prevent any
workers from staying on site during restricted hours. Security team also had
clear instructions on prohibiting any construction activities and vehicular
access during restricted hours, 2.
Contractor also had permit-to-work system implemented, all workers
wanted to stay behind for construction works had to get permission from
superintendent. 3.
Contractor had stated complying with the Noise Control Ordinance (CAP

measure implemented 1. Cover of hammer shield 2. Provision of noise barrier at site
hoarding 3. Provision of noise enclosure for piling Contractor had also ensured all the
mitigation measure were in place during piling period and all the piling

the Contractor’s ET, the details of the complaint investigation are as below: Background: A complaint received on 18th
July 2017 by EPD was referred to the Contractor on 2nd August 2017
regarding muddy water discharged into Kai Tak River. Investigation Results: According to the contract’s ET’s response,
there were no construction works being carried out at the contractor’s site
on the date of complaint. The site area was used for storing C&D
materials. Mitigation Measures: 1.
Provided sand bag bund around the perimeter of the site to prevent
overflow of surface runoff. 2.
Covered all existing C&D stockpile stored within the site. 3.
Covered the drainage outlet with geotextile filter. 4.
Secured the geotextile membrane at the drainage gully with concrete
block. Follow-up Actions: Dye test was conducted to trace the drainage
outlet from the site, results showed that the drainage/seepage within site premises would
not flow via the drainage outlets to concerned area of Kai Tak River. No further comment on the investigation
results above was received from EPD. The complaint case was found to be project
related. |
