Complainant said some abnormal machine noise was heard from the said construction site at night.

A complaint regarding noise emitted from submersible pump during restricted hours was referred by EPD on 15 Jan 15 (complaint case ref. no.:14-29958).

Investigation was conducted by the Contract ET. In spite operation of submersible pump was covered by valid CNP, CSJV agreed to remove the concerned submersible pump to avoid nuisance to the nearby residents. The complaint case was found to be project-related.

Complainant said abnormal noise was heard from the said construction site and she said dust emission was observed.

Investigation was conducted by the Contract ET. Findings from the investigation showed the alarm noise was suspected to be produced from the drop bar of the site ingress. Therefore CSJV agreed to omit the alarm system to minimize noise nuisance to the nearby residents.  For the dust issue although there was no exceedance from impact air quality monitoring at the nearest monitoring station but still CSJV was reminded to maintain good site practice for dust suppression (i.e.: water spraying, covering to earthy stockpile, vehicle washing, etc.) The complaint case was found to be project-related.

Kaden-CW JV

Complainant said the dust emission was observed during loading and unloading the cement.

Complaint cases referred to the Contractor. Investigation was conducted by the Contract ET and the findings shown that insufficient wheel washing was provided at Gate 1 during peak hours.

 

The following mitigation measures were implemented by the Contractor.

 

-          Site hoarding was erected along the site boundary adjacent to Concorde Road;

-          The main haul road leading to the site exit at Concorde Road was paved with concrete;

-          Wheel washing bay and high pressure water jets were provided at Gate 1 for washing off the soil and dirt from the vehicles and wheels before leaving the site;

-          The wastewater in the bay was collected by suction truck;

-          Water truck was assigned for cleaning and wetting the haul road;

-          General worker was assigned for cleaning the dirt near the site exit at Concorde road;

-          The load of dump trucks was covered with tarpaulin before leaving the site

 

The complaint case was found to be project-related.

The impact noise and dust data recorded adjacent to Sung Wong Toi works area on 24 and 30 December 2014 have been reviewed and no action/limit level was triggered. AP and the developer

Playing the R/C vehicles inside the Site 1I1 construction site generate noise.

According to the investigation by the Engineering team, some general public had gained access to Site 1I1 through the man gate located at Muk On Street (public road) and played remote control cars at Site 1I1. As the Site 1I1 has been handed over from CEDD Contract No. KL/2010/03 to DLO on 9 December 2013 and therefore the captioned case is not related to CEDD Contract No. KL/2010/03. CEDD has been referred this case to the AP and the developer for follow-up. The complaint case was found to be non-project related.

Complainant alleged that sand and mud were brought to the road surface by the construction vehicles left from gate 1 of the construction sites.

Complaint case referred to the Contractor. Investigation was conducted by the Contract ET and the findings shown that insufficient wheel washing was provided at Gate 1 during peak hours.

The following mitigation measures were implemented by the Contractor.

 

-          The time for wheel washing was extended for more thorough cleaning;

-          Staffs were further instructed to ensure all vehicles were thoroughly cleaned and the load of dump trucks were properly covered before leaving the site;

-          A penalty mechanism was adapted to prevent unwashed dump trucks leaving the site;

-          Improvement work for the wheel washing bay at Gate 1 was carried out.

 

The complaint case was found to be project-related.

The complaint was referred to the Contractor. The Contractor clarified that all piling works were conducted within the time periods stated in the CNP. Noise barriers were erected along the site boundary and membranes were provided to driving hammers to mitigate the noise impact. No breach of CNP conditions was identified.

Regular noise monitoring will be carried out around the site during construction period (12:00-14:00 & 15:30-18:30) to monitor the noise nuisance from construction works and ensure compliance with CNP conditions.

The complaint case was found to be project-related.

Complainant alleged that the noise from the construction site affecting his/her daily life.

 

Complainant also alleged that dust emission from the construction site affecting his/her daily life.

The complaint case was referred to the Contractor. The Contractor has been replied the complaint to EPD on 12 March 2015. According to the Contractor’s investigation, the percussive works had been finished in late January 2015 and there was no percussive piling works in February 2015.  Regarding to the said percussive piling works, the Contractor has obtained the CNP (PP-RE0074-14) for percussive piling works from 20 December 2014 to 15 June 2015.

Regarding to the dust issue, the two stockpiles were well covered by dust screen and provided with automatic water sprinklers system, which can mitigate any dust emission nuisance in the vicinity.

 

The complaint case was found to be project-related.

Investigation was conducted by the Contractor.  According to investigation results, 95% of the construction activities have been E&M services installation and interior renovations since February 2015, which are confined inside the building. They have been fully enclosed by curtain walls of the building tower. No dust and noise nuisance to the public was expected to be resulted from these activities.

 

The complaint case was found to be project-related.

Complaint cases referred to the Contractor. Investigation was conducted by the Contract ET. According to investigation results, no major dusty works were conducted on the complaint date and proper mitigation measures were implemented. The construction work under Contract no. 1107 complied with CNP conditions (Permit No.: GW-RE1496-14; GW-RE0085-15; GE-RE0158-15).

 

Regular air quality monitoring was conducted in February 2015. No Limit Level exceedance for the air quality and noise monitoring result was recorded in February 2015.

-          Road and drainage work in San Po Kong;

-          Road surfacing at Concorde Road;

-          Soft landscaping works in Kai Tak Area; and

-          Excavation at Prince Edward Road East VT1.

 

Construction  noise  and  dust  emission  from  the  above  construction  activities  was expected to be minimal with implemented air quality and noise mitigation measures.

 

Air quality and noise monitoring was conducted at nearby ASRs and NSRs  as stipulated in the EM&A manual during February 2015. No exceedance of Action/Limit Level for the air quality and no Limit Level exceedance for noise monitoring result was recorded in February 2015.

 

The complaint case was found to be project-related.

The environmental conditions of the site and effectiveness of the implementation of mitigation measures will be continuously reviewed and monitored by the Resident Site Staff and the Contract ET.

Complainant quoted that dust generated from the transportation of sand and mud to the barge point affecting his/her health; no water spraying was found; the stockpiles was not covered properly; and the construction waste was disposed everywhere in Kai Tak

Complaint case referred to the Contractor. Investigation was conducted by the Contract ET. According to the investigation results, the major construction activities conducted in late March 2015 include:

 

1.       Daily operation and maintenance of the Barging Point Facilities to receive excavated spoil delivered by Designated and Interfacing Contracts;

2.       Temporary stockpiling of received spoil in the Barging Point Facilities; and

3.       Marine transportation of received spoil to receptor sites for beneficial reuse.

 

Dust emission from the above construction activities was expected to be minimal with implemented dust mitigation measures. It is also noted that the entire driveway within the barging point is fully paved with concrete.

 

The Contractor had implemented the dust mitigation measures in accordance with the requirement of EP condition (i.e. 2.18 (a) and 2.18 (c)) and Specification of this Project as below:

 

Ÿ  For the unloading of spoil from trucks at barging point, 3-sided screen with top tipping hall and operating water spray and flexible dust curtains were provided at the discharge point for dust suppression;

Ÿ  Dust enclosures were provided for the conveyor belt system with providing water spray at the loading point to suppress the dust emission from the transportation of spoils on vessel and the stockpile on vessel;

Ÿ  Stockpile of dusty material were sprayed with water regularly to remain the surface wet;

Ÿ  Water spraying was provided to the paved driveway within the barging point for suppression of fugitive dust.

 

For construction waste, only small amount of construction waste was generated from daily operation of Barging Point Facilities. All the construction waste was disposed to the designated landfill (NENT) and no construction waste were disposed in Kai Tak Area. The construction waste disposal activities in Kai Tak Area outside the site boundary of this Contract were not related to this Contract.

 

The complaint case was found to be project-related.

However the lights inside the TITKT Main Tower remained on at night for commissioning test and for illumination to support work activities, such as cable termination and connection, inside the building at night time.

 

To mitigate the possible nuisance, except for the emergency lightings, DHK had requested sub-contractors to turn off the lights for illumination inside the TITKT Tower after the night works, since 3 April 2015.

Noise assessments were carried out at various time slots to measure the sound level created by construction site activities at Kai Tak. The results showed that the noise levels at the perceived NSR (Tak Long Estate) as generated by the percussive piling from the Contract NKIL6527 were within the statutory requirement of 75dB(A).

In order to keep monitor the construction noise created by the Contract, the noise monitoring would continue from time to time so as to minimize the environmental nuisance.

 

The complaint case was found to be project-related.

Complaint case referred to the Contractor. The Contractor clarified that percussive piling works have been carried out in compliance with the CNP.

The maximum impact noise recorded in regular monitoring in May 2015 was Leq(30min) = 70.5dB(A) which is well below the corresponding action and limit level.

Nevertheless, the Contractor will implement the following measures to reduce public nuisance:

1.       Shortened daily piling period from original duration 7:00am -7:00pm to 8:30am –6:45pm.

Complaint case referred to the Contractor. Investigation was conducted by the Contract ET. According to the investigation results, the major construction activities conducted in late April 2015 include:

 

1.    Daily operation and maintenance of the Barging Point Facilities to receive excavated spoil delivered by trucks from Designated and Interfacing Contracts;

2.    Temporary stockpiling of received spoil in the Barging Point Facilities; and

3.    Marine transportation of received spoil to receptor sites for beneficial reuse.

 

Dust emission from the above construction activities was expected to be minimal with implemented dust mitigation measures. It is also noted that the entire driveway within the barging point is fully paved with concrete.

 

The Contractor had implemented the dust mitigation measures in accordance with the requirement of EP condition (i.e. 2.18 (a) and 2.18 (c)) and Specification of this Project as below:

1.    For the unloading of spoil from trucks at barging point, 3-sided screen with top tipping hall and operating water spray and flexible dust curtains were provided at the discharge point for dust suppression;

2.    Dust enclosures were provided for the conveyor belt system with providing water spray at the loading point to suppress the dust emission from the transportation of spoils on vessel and the stockpile on vessel;

3.    Stockpile of dusty material were sprayed with water regularly to remain the surface wet;

4.    Water spraying was provided to the paved driveway within the barging point for suppression of fugitive dust.

Muddy water from the construction was suspected to be discharged to the Kai Tak Nullah.

Complaint cases referred to the Contractor. Investigation was conducted by the Contract ET. According to investigation results, the coverage for the stockpile was removed during the backfilling works, while the other parts of the stockpile were covered by dust protective screen. Mitigation measures were implemented to keep the uncovered part wet during backfilling and completely cover the stockpile after work.

Wastewater was treated by sedimentation tanks with sufficient retention time before discharge into Kai Tak Nullah. All drainage facilities and erosion and sediment control structures were regularly inspected and maintained to ensure normal operation at all times and during rainstorms. Water sampling was conducted monthly in accordance with the requirement of Effluent Discharge License (License No. WT00015861-2013). The lab test results complied with the conditions set in the Effluent Discharge License during the complaint period.

The Contractor conducted an investigation regarding this complain.  The Contractor stated that according to the record, the sources of the muddy water discharged to Kai Tak Nullah were other contractors in Kai Tak area. In the previous months, the Contractor have repeatedly reminded the relevant contractors of the said issues by emails, letters and at interface meetings. All the wastewater generated in the site was treated by wastewater treatment tanks or AquaSeds before discharge. Also, monthly water monitoring has been arranged. According to the previous results of water monitoring, all discharges were comply with discharge license requirements.

Regarding to the dust issue, the Contractor have three major stockpiles in the site. The three stockpiles were well covered by dust screen and provided with automatic water sprinklers system or water bower truck.

Complaint cases referred to the Contractor. The Contractor clarified that mitigation measures were implemented including the following:

1.       The concrete mixing plant inside Kai Tak Development Area is fully covered by the enclosure. 

2.       Regular watering of site haul road, stockpiling area and other active exposed works area have been carried out by using water tanker and automatic water cannon in Kai Tak Development Area and Ma Tau Wai.

3.       Provision of stockpile cover has been implemented during site operation time. 

4.       Noise fabrics as barrier had been erected on the site hoarding in Ma Tau Wai. 

5.       Tailor-made movable noise barriers would be erected on site when carrying out noisy work.

The investigation results showed that no major construction activities were conducted at the time of complaint on the day - 10th June 2015. Since no marine works or land-based construction activities near the To Kwa Wan Typhoon Shelter were conducted, muddy effluent discharged to the To Kwa Wan Typhoon Shelter is not anticipated.

The regular impact air monitoring results in the first three weeks of June 2015 were in full compliance with the Action and Limit levels. No major environmental deficiencies were observed related to the air quality and water quality, and the deficiencies as mentioned in the complaint were not recorded during the site inspections.

Noise assessments were carried out at various time slots to measure the sound level created by construction site activities at Kai Tak. The results showed that the noise levels at the perceived NSR (Tak Long Estate) as generated by the percussive piling from the Contract NKIL6527 were within the statutory requirement of 75dB(A).

In order to keep monitor the construction noise created by the Contract, the noise monitoring would continue from time to time so as to minimize the environmental nuisance.

Complaint case referred to the Contractor. The Contractor clarified that the following mitigation measures were implemented for complaint follow up:

 

1.       Construction works would only be carried out as dictated by operating schedule, i.e. any day not being a general holiday from 0700hours to 1900hours.

2.       For security purposes, our night-shift security will patrol inside the site perimeter in mid-night. The lighting might be induced by the security’s hand torch. We have reminded our security to keep low profile in the patrol and their hand torch would be changed to lower intensity torch to minimize attention.
